Shopee Philippines fee structure (2026)
Shopee charges multiple fees per transaction that stack on top of each other. The total bite out of your gross sale is typically 7% to 12% depending on your seller tier, payment method, and whether the buyer used a Shopee voucher.
The 3 main Shopee seller fees
| Fee type | Non-Mall |
|---|---|
| Commission Fee (base) | 4.00% |
| Transaction Fee | 2.24% |
| Payment Service Fee (varies) | ~1–2% |
| Typical total | ~7.5–8.5% |
Shopee Mall vs Non-Mall
- Non-Mall sellers — base 4% commission. The default tier for individual and small business sellers.
- Shopee Mall sellers — base 6% commission. Brands and authorized resellers who pass Shopee Mall verification. Higher commission in exchange for the “Mall” badge, faster customer service routing, free return policy, and prioritization in search results.
Voucher and promotional fees
If you join Shopee’s seller voucher campaigns (Free Shipping voucher, 9.9 campaigns, Flash Sales), additional commission applies on the voucher portion — typically 0.5–2% extra on the discounted price. The Free Shipping Subsidy is now a partial seller cost too: ~3% per order on Free Shipping promos.
TikTok Shop Philippines fee structure (2026)
TikTok Shop’s fee model is simpler than Shopee’s — a single platform commission with no separate transaction or payment processing fee. But the commission rate varies significantly by category, and live commerce / affiliate sales add their own cuts.
TikTok Shop commission by category
| Category | Commission |
|---|---|
| Standard products (most) | 5.00% |
| Fashion accessories | 2.50% |
| Books, agriculture, raw food | 1.00% |
| Health & personal care | 3.00% |
| Affiliate creator commission (extra) | 5–15% |
Affiliate commission (TikTok Live and creator program)
If a TikTok creator drove the sale via their affiliate link or live stream, an additional 5–15% affiliate commission goes to that creator. This is set per-product when you enable affiliate marketing in the TikTok seller center. The creator commission stacks on top of the platform commission, so a high-affiliate product can effectively give up 20%+ to fees.
BIR 1% withholding tax (both platforms)
Under BIR Revenue Regulations 16-2023, online marketplaces — including Shopee, Lazada, TikTok Shop, and Zalora — are required to withhold 1% of the gross sales amount from sellers’ payouts and remit it to the BIR as creditable withholding tax (CWT). This shows up as a deduction in your weekly/monthly payout.

How to set prices that protect your margin
1. Reverse-engineer the listing price from your target net
If you want ₱X net per sale, divide ₱X by (1 − total fee rate). For Shopee Non-Mall at 8.7% effective fee, divide by 0.913. So to net ₱500, you list at ₱500 ÷ 0.913 = ₱548.
2. Add a “Shopee tax” margin buffer
Many successful PH sellers add a 10–15% markup to their offline retail price when listing on Shopee. This absorbs the platform fees and leaves room for voucher discounts.
3. Don’t chase the lowest price
Buyers comparing across Shopee, Lazada, and TikTok Shop will see your price either way. Better to price competitively-but-not-cheapest and earn a healthier margin per sale than to win the race-to-the-bottom and lose money on returns.
4. Track your effective fee rate in your own spreadsheet
The seller center shows fees per order, but trends are easier to see in a simple monthly spreadsheet: gross sales, total fees, net payout, effective fee %. If your effective rate creeps above 12%, audit your campaign enrollments.
Frequently asked questions
What’s the difference between Shopee Mall and Non-Mall?
Shopee Mall is the verified-brand tier. Sellers pay a higher commission (6% vs 4%) but get the Mall badge, free returns, priority customer service, and better search placement. To qualify, you typically need to be a brand owner, authorized reseller with proof of authorization, or a registered company with substantial sales history. Non-Mall is the default tier for individual sellers and small businesses.
Does TikTok Shop have transaction or payment fees like Shopee?
No. TikTok Shop currently charges only the platform commission (5% for most categories) plus optional affiliate creator commissions. There’s no separate transaction fee or payment processing fee like Shopee’s 2.24%. This makes TikTok Shop’s effective fee lower in most cases (5% vs Shopee’s 7–8%), though Shopee’s larger buyer base often more than makes up for the higher fees.
What is the 1% BIR withholding tax and can I get it back?
Under BIR Revenue Regulations 16-2023, online marketplaces withhold 1% of gross sales as creditable withholding tax. This is not an extra tax — it’s an advance payment of your income tax. When you file your quarterly (1701Q) or annual (1701A) income tax return, you offset this against your tax due. The platform issues BIR Form 2307 quarterly to document the amount withheld; keep these forms safe and attach them to your return.
Do I need to be BIR-registered to sell on Shopee or TikTok Shop?
Yes. Both platforms now require sellers to be BIR-registered under RR 16-2023. Unregistered sellers can have their accounts frozen until they submit a valid Certificate of Registration (BIR Form 2303) and TIN. Even small individual sellers need to register — you can do so for free through the BIR’s online ORUS portal at orus.bir.gov.ph. Small sellers typically register as Non-VAT (3% Percentage Tax) below the ₱3M annual sales threshold.
What happens if I refuse to join Shopee Free Shipping?
You can opt out of seller-funded Free Shipping campaigns in your seller backend, but you’ll lose visibility on the platform. Shopee’s search algorithm heavily favors listings with the Free Shipping badge, so opting out typically drops your sales by 30–50%. The trade-off: keep more margin per sale but sell fewer units. Many high-margin sellers (e.g., specialty products) successfully opt out; most volume sellers stay in.
Are these fees deducted before or after the buyer pays?
Fees are deducted from your payout, not from the buyer’s payment. The buyer pays the full listed price (less any voucher), the platform holds the money during the 7–15 day return window, then releases your net amount to your seller wallet. You can withdraw from there to your bank or GCash. Cash-on-delivery orders work the same way — Shopee/TikTok still collects and deducts fees before paying you.
How long does it take to receive payout?
Shopee releases the seller payout 7 days after the buyer confirms receipt (or 15 days if no confirmation). TikTok Shop typically releases 14 days after delivery. Once in your seller wallet, withdrawal to your bank takes 1–3 business days. Some sellers pay for “instant payout” features at an additional fee — useful for cash flow but expensive if used often.
Can I increase the price for buyers who use vouchers?
No. Platform rules require the same listed price for all buyers — you can’t display a higher price specifically to voucher users. What you can do: factor expected voucher usage into your base listing price. If you know roughly 30% of buyers will use a 15% voucher, build that ~4.5% average discount into your margin upfront.
