About ILPI (Iligan Light and Power)
Iligan Light and Power, Inc. is the privately-owned electric distribution utility serving Iligan City in Lanao del Norte, Northern Mindanao. It supplies power to over 60,000 residential, commercial, and industrial customers.
ILPI sources electricity from the Mindanao grid via National Grid Corporation of the Philippines (NGCP) transmission. Its rates are regulated by the Energy Regulatory Commission (ERC) under RA 9136 (EPIRA).
Because ILPI is on the Mindanao grid, its rates typically run 10-15% lower per kWh than Meralco, though generation cost varies with fuel prices.
ILPI 2026 rate components (approximate)
- Generation: ~₱5.20/kWh (biggest component, driven by fuel + power supply mix)
- Transmission: ~₱1.20/kWh (NGCP grid fee)
- System Loss: ~₱0.60/kWh (ERC-allowed loss recovery)
- Distribution: ~₱1.60/kWh (ILPI wires + O&M + return)
- Supply + Metering: ~₱0.50/kWh (customer service, billing)
- Universal Charge: ~₱0.10/kWh (PSALM missionary electrification)
- FIT-All: ~₱0.08/kWh (renewable energy subsidy)
- Local Franchise Tax: ~₱0.05/kWh (Iligan City)
- VAT: 12% on generation + transmission + distribution + system loss
Why your ILPI bill has 10+ line items
Under EPIRA (RA 9136), electricity billing is unbundled — each service has its own charge:
- Generation: what ILPI pays to power plants
- Transmission: what NGCP charges to move power across the grid
- System Loss: the electricity “lost” on the way to your meter (allowed 8.5% for private DUs)
- Distribution: ILPI’s wires, poles, and profit margin
- Supply + Metering: billing, customer service, meter maintenance
- Universal Charge (UC): subsidizes off-grid electrification via PSALM
- Feed-in Tariff Allowance (FIT-All): subsidizes solar, wind, biomass generators
- Local Franchise Tax: 1% of gross revenue paid to Iligan City LGU
- Value Added Tax: 12% on most charges (not on UC + FIT-All + LFT)
How to lower your ILPI bill
- Inverter appliances: a ₱30K inverter AC saves ~40% vs a non-inverter, payback in 2-3 years for daily users.
- LED lights: 80% less energy vs incandescent, and 50% less than CFL.
- Refrigerator setting: keep at 3-5°C. Every extra degree wastes 5% energy.
- Unplug “vampire” loads: chargers, TVs on standby, microwaves consume 10-15% of your bill.
- Solar panels: Iligan gets 5-6 sun hours/day. A 3kW system saves ₱3-5K/month.
- Off-peak use: laundry + ironing at night saves on Mindanao grid time-of-use rates (if applicable).
- Insulation: reflective roof paint drops indoor temp 3-5°C, cutting AC use.
Cutting consumption from 300 to 200 kWh typically saves ₱1,000/month.
